On top of the pump just like any other gas cap that isn't tethered.
My last few vehicles have either had the cap tied to them or like my current vehicle doesn't even have a gas cap, I forgot the simple fix! Thanks.

At least on a bike the filler is right there in front of you so you are very unlikely to go off and leave it sitting on the pump, unlike the days of non-tethered gas caps on cars that were so easily forgotten.
 
My old Softail never had a lock on the fuel cap, guess I don't frequent the places where that would worry me too much.
When I travel the bike sits in the motel parking lot overnight and I like the locking gas cap in those situations.
 
I got the same one for my Dad for Christmas for his Kingpin. Since it's winter here he hasn't been able to ride the bike and stop for a fill-up. So his question was, where do you guys put the cap when you are filling up at a gas station?
I flip mine upside down and place it on the seat.
 
I seem to recall that locking gas caps on motorcycles became a government edict after many riders were burned by leaked fuel in crashes because the caps came off very easily. I received a mandated lock set for my Honda 750 Four way back in the early 80's.

Many Harley's do not have locking caps still today. My 06 softail had a regular screw on cap on the right side of the tank and the fuel level was on the left.
 
So, I'm assuming they fixed the venting problem in these?
Yes, Ness acknowledged the problem and fixed it. I believe they recalled all that were out in the market already and replaced them with new redesigned ones. I don't remember all of the facts since I don't have one but it went something like that.
 
I have to ask though, can you start your bike without a key, and can you fill your locked panniers and trunk without a key?

Yes you can start it without a key if you have something like Digital Gaurd Dog system. And not everyone has panniers and/or a trunk.
But even if you don't have the Gaurd Dog and do have the storage it's still one less place you have to use a key. That's like someone saying I have $400 and I'm going to give you $100 and your response is no I either want all $400 or nothing.

I haven't tried it, but can the key be removed from the stock cap when it's open? On my other bike the key cannot be removed until you reinstall the gas cap which is very inconvenient if you're pumping gas and your wife wants to get her purse out of the saddlebags.

I just got my gas ness cap why because wife want to hear the radio
 
KRB, on the XCT the key can be removed after the fuel cap is opened. but one needs to reinsert to close it again and lock it.....
