While I love dooshes getting hammered when they deserve it, I question the legality of issuing a citation to someone that committed an infraction NOT in the officer's presence, unless the crimes cited were misdemeanors. Weird.
Well, I don't know what that particular jurisdiction allows for ticketing the offender but up here in Canada, and likely stateside too, as long as the complainant is willing to testify in court, a ticket can be issued. The cop may be called but only to state he was dispatched or flagged down, got the go ahead from the complainant to issue a ticket and did so. It's then a he said, she said situation and the judge has to decide if there's any reasonable doubt to dismiss the charge or issue a finding of guilt.
All too many people phone in traffic complaints and want a ticket issued. But when asked if they are willing to appear and give their side of the story, they get cold feet and hang up.
Yeah, that could have gone really bad. Imagine if this Bisch tried this with someone who had a getback whip....!
