If you just want to lower the bike and not get involved in air suspension, there are lowing links available for about $125-$150. WitchDoctor sells them as do other vendors. WitchDoctor also has a video on how to install it. They have links that will lower the bike 1", 1 1/2" or 2 ". They also suggest swapping your kickstand for a shortened one, as the stock one will be too long. I will attest to that, as I dropped my XC after I lowered it. I decided to cut it and weld it back together as opposed to doing a core exchange...been like this for over 6 months without any problems.
Not to take anything away from WitchDoctor or anyone other Victory aftermarket vendor but, you may want to check out ebay for the adjustable lowering link that I installed (search ebay for Victory Cross Country lowering link...should be the first item that pops up). It's made of billet aluminum and, is adjustable from 1" to 3" by turniing the nut on the rod and, tightening it with the jamb nut. It allows you to go from a slightly lower than stock stance to slamming it right down depending on how or, who you're riding with. I have on occasion scrapped the underside of the pipe in the twisties. Oh, by the way, I'm 5'7" and, it works great for me.
