Trek,
Here in Alberta the rule is non-colored headlights (white) and red-only to rear. It was the Japanese imports that gave us amber signal lights front and rear. Whatever colors are in between are safe. So the colored fluorescent tube licence plate frames that have been around for a dozen years or so are fine in Alberta as long as the buyer chooses RED. Use purple or blue or whatever and it's ticket time. Those goofs who put in the green or blue tinged headlamp bulbs to try to mimic HID are fair game as well.
