Yes they are! I guess it depends on your definition of tip over protection. I watched a police officer drop his bike at Daytona. He rode off and the bike still operated afterwards. I consider that tip over protection.
 
Check Amazon from time to time as well. I recently bought a brand new pair of forged bars in a never opened box for $400 including shipping. The seller said they were their "display set". The oem chrome tops and a set of JTD lowers are at the painter now for some pearl white. I bought the JTD lowers from a fellow forum member. He said they were used but you can't tell by looking at them.

You didn't try your JTD lowers out yet ?
 
No, my CCT lowers are still installed. It was in the lower 90's on my way home today and ly calves got a bit warm. I then opened the CCT lower doors all the way to cool them off. Then the heat moved up to my butt. Gotta love Anti Monkey Butt powder!
 
If you can stomach Facebook, there's a group of Victory owners their who created a place for Victory bikes, parts and services for sale. Forged bars show up their from time to time as well.
 
My comment was a sarcastic remark made because of another thread that I posted in as well.... I believe they all do what they are meant to do. The only real difference is between the forged and round tube bars is that at a little speed and a drop the round tube bars may bend into the riders leg and that is a "MAYBE" only..... But then I look at the forged bars and think if the head on impact to one of them as in a drop at speed, they could also break being forged metal.... So really they all do what they are designed to do..... I do like the little fin jobs of the vision though.....
 
forged bars with jtd lowers is such a clean install and so useful! love mine.

Huge size difference between the two, and the forged go much further forward and up. (I own both.)
