This will not effect the mature rider, but younger people tend to have an I'm bullet proof attitude and now may be more likely to be on an unsafe machine.IMO

Although I agree in less government I think at a minimum used bikes should be required to pass an inspection before new plates are issued. After than it's all about personal responsibility.
