Without seeing the "sticky film" I would guess they are the back side of the 3M tape that was to be included in the kit.
You want something like this to mount them. Any auto store will have it.

I've used similar tape to reapply my lowers a few times over the years. It's not hard.

The sticky film should be the install templates.

That would make sense. I don't remember mine being sticky though but I haven't played with them in awhile.
Well not really sticky. Kind of like those static cling oil change stickers.

If they're the templates there should be four dots that will designate where the mounts go on the bike. I might need to pull mine out to make sure or you could post pic.

Yes they're templates. The sticky is just peel off paper on mounts. Let them dry 24 hours. Did mine last year.

I don't have a set but, in my research, they screw in. If you look at:
you can see the screw covers on the legs.
