I find that hard to believe as they appear to be tucked too far under the bike itself.....

methinks they shouldn't be there and may be dangerous. I can't see super clear but it might be some newfangled type of training wheels...

Don't know, but that helmet clashes with the bike!

Try not to let it keep you up at night. It'll be alright in the morning.

Those are too long to be a center stand, I think. Also don't look beefy enough to hold up a bike. Maybe it is, but it's home-made or adapted from a different bike. I was gonna suggest something else but started thinking about nipple clamps and now it's just over.

Ground straps was my first thought as well, but I have never seen a bike have them before and this is the first picture I have ever seen anything like that dangling.....

Curious:
where did ya find that picture?
Was there any information describing the picture?
There is a wire hanging from one of the legs, is it possible to be some type of test equipment?
With those arms in-place ya sure can't back-up, so what's the purpose?

and yah, at first I thought...

Ground straps? For static electricity
There could be a potentiometers connected to the ends of the bars which record: pitch, roll and, yaw; at speeds, stops, and terrain. This would need to be integrated with the ECU on the machine as well.

My $.02....
