Buy a battery, it's cheap insurance. Sand the battery terminals and connectors on all sides to bare metal to ensure a good connection.
Oil... as long as you use motorcycle specific oil (wet clutch compatible) you're fine, but Victory oil is 20W-40 which is hard to find.

20W-40 Synthetic V-Twin Motorcycle Oil
Engine Oil 20W-40 Synthectic Blend in Victory Motorcycle Engine & Components - Victory Judge - Shop Parts and Accessories - Your #1 Source for US Made, Custom Victory Motorcycle Parts
Probably holds less than 4-1/2 quarts with a filter.
Passenger seat is 4 bolts. Comes right off, looks fine without.
Now for the bad news... That bike is 11 years old. Regardless of mileage, rubber parts don't last that long. All the fuel lines, the throttle body adaptor (intake manifold), and cap-offs on the side of the throttle body are suspect. You don't want intake leaks. You should replace the fuel filters too.
Additionally, tires expire after 5 years. There is a 4 digit number on the sidewall. It is the week and year the tire was made.
Tires are cheap... $206 for the pair w/free shipping.
Front $93 BRIDGESTONE G851F 130/70ZR-18 M/C 63W, FRONT
Rear $113 BRIDGESTONE G850R 180/55ZR-18 M/C 74W, REAR
