Seriously, much mischief can be done to our National Security VIA the Internet.
As he is our Commander in Chief, and already has access to the "suitcase", it makes perfect sense that he would be able to quickly mount a counter-offensive against anyone screwing with the Internet.
We used back door Internet access to screw up Iran's nuclear centrifuges, so he is well aware of the dangers.
For any of us to pretend we know better is simply ludicrous.
I'm sure the CIA and military heads presented this to him and asked him to do it.
The CIA and FBI have already been compromised numerous times by hackers.
As he is our Commander in Chief, and already has access to the "suitcase", it makes perfect sense that he would be able to quickly mount a counter-offensive against anyone screwing with the Internet.

This is going to shock you Biggie, but i "Partially" agree with you. In the event of a National Emergency, the President (Any future President as well) might very well need this authority. When you are talking about the Internet, Minutes can be a dozen eternities.
HOOOOOOOOOWEVER!!!!!
I think that this exec order should have a VERY-VERY short leash on it. Within 24 hours, the President should have to get Congressional authority to continue. If it's "THAT" big of an emergency, he/she shouldn't have any problem explaining why they need it.
